MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.
POSITION OVERVIEW: The Systems Analyst V performs highly advanced systems analysis, planning, and support to the Federal Fiscal Compliance and Reporting Division (FFCR). This position is responsible for designing, developing, and maintaining formulas to distribute state and federal grant funds and manage funds in agency application systems and databases. This position reports to the Analytics Unit Manager and works under minimal supervision with extensive latitude for initiative and independent judgment. The Systems Analyst V will assist with calculating and allocating over $4.5 billion of federal funds to Texas local educational agencies (LEAs) annually and is expected to help the FFCR division meet its performance goals and support the Texas Education Agency in fulfilling its strategic priorities.

1. Designs, develops, and maintains grant formulas for distributing state and federal education funding.
Interprets federal law, regulations, rules, and other guidance to construct formula models that allocate federal grant funds to eligible local educational agencies (LEA) for IDEA and ESSA grant programs.
2. Reviews and validates allocations for grant programs calculated by other entitlement staff.
3. Participates in audit and monitoring visits by oversight agencies, including USDE, and the SAO.
4. Participates in the Consolidated Entitlements Management System (CEMS) project and provides technical assistance to other divisional projects as assigned.
5. Extracts and compiles data in response to requests for information.
Education: Graduation from an accredited four-year college or university with a degree in computer science, computer information systems, management information systems, mathematics or related field.
Experience: At least five (5) years of relevant professional experience in a software development environment, programming financial applications and/or supporting relational databases. A minimum of 3 years of experience using SAS software for programming, reporting, data analysis, and extracting data from relational databases using SQL is required.
Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis
