Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Department of Grant Compliance and Administration is seeking a highly motivated and talented Contract & Grant Accountability Specialist to join a team committed to fulfilling the mission of TEA by managing accountability for agency contracts, procurements, and grant projects.

The Contract & Grant Accountability Specialist performs advanced project management specialist work in the areas of scheduling and estimating. The Specialist oversees and monitors the progress, schedules and estimates of projects at various levels of completion. The role is also responsible for communicating with project stakeholders, management, and other relevant parties, so it is essential to provide outstanding customer service to all agency staff and stakeholders.
A most notable aspect of this position is that the Specialist has a broad remit to help provide department level project management and support for the initiation and development of grant management and financial accountability solutions as well as innovative tools and processes to improve agency productivity. This is a great opportunity to have an outsized influence on increased efficiency of Agency Operations and customer satisfaction in multiple areas.
This position reports to the Contracts & Grants Accountability Manager and works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

  • Oversee and monitor multiple project timelines and financial data to ensure accurate tracking and reporting of project funding, processes, and status to stakeholders
  • Communicate, consult, and coordinate with department and agency staff to ensure accurate project monitoring
  • Analyze systems, project phases, workflow, and processes to identify opportunities for continuous improvement to ensure compliance and efficiency via business systems and technology implementation
  • Implement quality control and quality assurance project management best practices, supporting project managers
  • Assist in the development of supportive resources and training for agency staff on project management best practices and project life cycles of contracts and grants





Education: Graduation from an accredited four-year college or university. Coursework in project management, business, systems design, public administration, finance, or related fields relevant to assignment is generally preferred.

Experience: At least 2 years of experience with any combination of the following: Project management principles, Agile, LEAN, ISO 9000, Malcolm Baldridge Criteria, Configuration Management, or business process systems engineering processes and design.

Substitutions: Experience and education may be substituted for one another.


  • Certified Associate in Project Management (CAPM)® or Project Management Professional (PMP)® certification must be obtained within twelve months of employment
  • Highly organized, with meticulous attention to detail and the ability to manage multiple projects at once and meet deadlines
  • Ability to analyze and communicate complex processes
  • Self-starter who can take independent initiative to research, develop, and propose solutions to improve business practices and processes
  • Knowledge of Smartsheet or similar cloud-based project management and collaboration software
  • Power BI, Excel, Qualtrics, Adobe, etc. a plus
  • Familiarity with business systems solutions and implementations
  • Fast learner who thrives in a collaborative, results-oriented high-performing team environment, establishing and maintaining effective working relationships with all levels of stakeholders
  • Practical knowledge of project management theories, practices, and tools, including workflow and process mapping
  • Excellent written and oral communication skills
  • A desire to self-reflect, give/receive feedback, and continuously improve as part of a team
