Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

This position is funded through September 30, 2023 with federal stimulus funds. Continuation of the position beyond that date is contingent upon available funding. This federally funded position will provide critical support for the agency to urgently address student learning loss due to the COVID-19 pandemic.

POSITION OVERVIEW: The Manager of Instructional Leadership Design will serve a key role in building a deep understanding, investment in, and alignment between the Effective District Framework (EDF), Effective Schools Framework (ESF), and Texas Instructional Leadership (TIL). The Manager of Instructional Leadership Design will lead the design of high-quality training and resources to support the use of the Effective District Framework as a tool to support districts in identifying areas for continuous improvement and will support the design of complimentary tools and processes that other divisions, departments, and initiatives at TEA identify for alignment to the EDF and to TIL.  The Manager of Instructional Leadership Design will also support deeper integration of research-based instructional strategies in TIL by building out resources and tools to support the implementation of TIL practices that support content-specific differentiation across the state. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment. The Manager of Instructional Leadership Design reports to the Director of Instructional Leadership.

  • Collaborates with other TEA initiatives, including instructional materials, instructional delivery and technology, special populations, and school actions, to support the integration of high-quality instructional materials and research-based instructional strategies into TIL practices, trainings, and supports.
  • Manages and oversees the coaching and implementation support of ESC TIL Leads across the state, including the creation and implementation of work plans that ensure effective coaching and data gathering for each ESC.
  • Oversees the performance management of TIL Leads and TIL teams across the state including planning, executing and coaching towards effective, high-quality job-embedded professional development of campus and district leaders
  • Develops, maintains, and builds awareness of the Effective Schools Framework (ESF) and the Effective District Framework-aligned resources, and tools, including the development and improvement of the ESF and EDF websites, Resource Libraries, and aligned survey tools. 
  • Manages short and long-term change management and stakeholder management and communicates the state vision for high quality instruction, implementation and execution.  




Education: Graduation from an accredited four-year college or university.

Experience: At least five (5) years of experience in K-12 education, with at least 2 years of successful experience in campus, district, or organizational leadership.

  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  • A demonstrated track record of success improving student outcomes in a teacher, campus leader, or district leader role
  • An in-depth knowledge of instructional leadership practices that lead to improved teaching and learning, including data-driven practices, observation and feedback coaching, student culture routines, designing and delivering professional development, and change management
  • Ability to connect with diverse audiences and understand complex and unique circumstances in order to support growth among individuals and across regions/districts
  • Facility with coaching, modeling, and providing feedback on performance, with an emphasis on identifying and problem-solving through implementation barriers across wide and diverse circumstances
  • Highly skilled in the design and delivery of adult learning and professional development 
  • Strong long-term planning and project management skills 
  • Highly organized; ability to manage multiple projects at once and meet deadlines 
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment 
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze 
  • Collaborative and results-oriented, especially within a team environment 
  • Excellent written and oral communication skills 
  • A desire to self-reflect, give/receive feedback and continuously improve 
  • Able to travel up to 5% of the time
