Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: This position is in the State Funding Division which is responsible for administering the Foundation School Program (FSP). The FSP determines the amount of state and local funding due to school districts under Texas school finance law and provides the state share of this funding to districts. The State Funding Division also produces reports and other data related to school finance. The Financial Analyst II supports schools by performing complex (senior-level) financial analysis and regulatory work related to school district property values and tax information used in the state’s school finance formulas, tax credits issued to school districts under the Texas Economic Development Act (TEDA), and supplemental payments to school districts participating in Tax Increment Reinvestment Zones (TIRZ). The Financial Analyst II works closely with school districts, analysts and programmers within the division and across the agency, and the Texas Comptroller’s office to ensure effective and efficient program implementation in compliance with applicable statutes and regulations. 

The work involves compiling, reviewing, analyzing, and evaluating financial data; interpreting statutes and regulations and accurately translating them into calculations and methodologies that determine funding; and providing expert technical assistance to school districts, agency staff, government agencies, and the general public. The work demands meticulous attention to detail, a passion for accuracy, and the capability of analyzing data and creatively applying the results. The successful candidate will have an aptitude for working with advanced financial concepts and a high proficiency using intermediate to advanced Microsoft Excel functions.

ESSENTIAL FUNCTIONS:

  • Financial Analysis and Process Control: Determines school district funding allocations by reviewing and processing school district property value and tax data, ensuring compliance with established procedures, applicable statutes and regulations, completeness of data, and presence of adequate documentation; Reviews formulas related to program funding, updates Summary of Finances (SOF) reports and processes outstanding balances; creates Microsoft Excel spreadsheets with complex formulas.
  • Customer Service and Technical Assistance: Assists school districts with submission of data and information in the FSP module and via other collection methods in accordance with established procedures and guidelines and provides expert technical assistance to school districts, agency staff, government agencies, and the general public.
  • Compliance and Transparency: Ensures transparency and effectiveness by applying funding formulas used to distribute money to school districts in accordance with applicable rules and regulations, developing and maintaining standard operating procedures, and assisting with the development and maintenance of associated rules and web content; this includes the accuracy and reliability of the SOF reports and payment ledgers. 
  • Strategy and Process Improvements: Improves productivity by assisting with the automation of financial applications, coordinating development of system requirements, and prioritizing system changes.
  • Intra-Agency Coordination: Performs other duties as assigned; this includes collaborating within the division and across the agency on projects and supporting the administration of the SOF reports and related financial transactions.

 

Qualifications

 

MINIMUM QUALIFICATIONS:
 
Education: Graduation from an accredited four-year college or university. Major coursework in accounting, business administration, public administration, public finance, economics, or a related field is preferred.

Experience: At least two (2) years of financial analysis and regulatory work experience. Experience working with school district property values and tax rates preferred. 

Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.

  • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze

  • Knowledge of Texas school funding formulas preferred
