Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

This position is funded through September 30, 2023 with federal stimulus funds. Continuation of the position beyond that date is contingent upon available funding. This federally funded position will provide critical support for the agency to urgently address student learning loss due to the COVID-19 pandemic.

POSITION OVERVIEW: The Texas Tutoring Support team will be launched as a direct response to the impact on student learning from school closures and disruptions caused by the COVID-19 pandemic.  High-quality tutoring is a component of Texas Education Agency’s Texas Covid Learning Acceleration Support (TCLAS) suite of services aimed at supporting local education agencies (LEA) to develop and implement tutoring support to best fit the needs of students. 

The Texas Tutoring Specialist role is a critical member of the Texas Tutoring team, performing advanced consultative and technical assistance work to support district leaders through every phase of launching and securing support for the implementation of high-impact tutoring. This role will join a team of passionate, innovative, and knowledgeable professionals that will co-design and execute on the strategy high-impact tutoring supports statewide. This role will project and performance manage multiple external vendors and technical assistance providers while also offering guidance, training, resources and support to Education Service Centers and direct to districts, when necessary. 

This position reports to Director of Texas Tutoring Supports.

  • Manages, coordinates, and tracks contract and grant deliverables for the work of external vendors, technical assistance providers and Education Service Centers to effectively interact and build the capacity of districts and campuses to ensure implementation of high-impact tutoring.
  • Reviews, analyzes, and oversees the work of vendors who provide technical assistance and resources to LEAs implementing their own tutoring programs and utilizing the statewide tutor corps to accelerate learning for students. 
  • Develops and implements effective processes and techniques for vetting and approving high-quality statewide trainings and presentations to support knowledge building and professional learning aligned to tutoring best practices, understanding high impact tutoring, and evaluating and analyzing the impact of implementation.
  • Analyzes legislation and oversees data collection and analysis of feedback to develop and implement recommendations to improve processes, procedures, tools, and resources for internal and external use to maximize and leverage support to key stakeholders.
  • Builds and maintains strong relationships with teams across the TEA to foster effective cross-functional communication and collaboration.




Education: Graduation from an accredited four-year college or university. An advanced degree with major course work in public education is preferred.

Experience: At least two (2) years of experience in a discipline that requires robust project management. 

Substitutions: An advanced degree may substitute for two years of required experience. 

  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  • Certified Texas Contract Manager (CTCM) certification must be obtained within first six (6) months of employment
  • Experience working in or with school districts, educations service centers, university settings and/or with statewide initiatives.
  • Knowledge of research and best practices in implementing high quality tutoring and/or supports to accelerate student learning
  • Experience performing one or a combination of the following functions: 1) Facilitating high quality professional development sessions for LEA leadership and/or campus-level staff and 2) Coaching LEA leadership and/or campus-level staff.
  • Ability to act with purpose that impacts and positively influences the perceptions, thinking, and actions of others 
  • Highly organized; ability to manage multiple projects at once and meet deadlines 
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment 
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze 
  • Collaborative and results-oriented, especially within a team environment 
  • Excellent written and oral communication skills 
  • Experience supporting school system leaders (Superintendent and cabinet members) with the design and execution of building district level systems for tutoring or learning acceleration strategy implementation
  • Experienced in planning, facilitating, and leading change among stakeholders
  • Comfortable and confident in speaking and presenting to large groups of people
  • Ability to build relationships, motivate, and inspire others
  • Familiarity with evaluating work plans for strengths and areas of risk  
  • A desire to self-reflect, give/receive feedback and continuously improve
