In the Rio Grande Valley, we are a nucleus of four counties (Cameron, Hidalgo, Starr and Willacy Counties) that work as one unit to support our children academically and holistically.

Role Mission: TheCNP FinanceManageris the financial steward for department. In this capacity, they ensure that the Child Nutrition Program is financially stable, compliant and sustainable. Specifically, theCNP FinanceManageris responsible for achievingfinancialexcellence at every schoolcafeteria, with a emphasis in Budgeting, Financial reporting, financial compliance, Data analysis, additionally theCNP FinanceManager supports purchasing process and expense tracking.


Zero findings in external and internal follow-up audit(s) with 100% of food production records completed by June 30
  • Collaborates with CNP Assistant Director of Finance to improve on internal audit processes and preparation
  • Collaborates with CNP Assistant Director of Finance to create strategy for adhering to compliance guidelines as we expand to out of state markets
  • Attendmeetings and workshops held by regional or state agency that oversees our program
  • Review local, state, and federal compliance regularlywith a focus on implementing processes & procedures that will ensure all compliance
  • Support the CNP Assistant Director of Finance with internal planning when we are notified an administrative review (state audit) is taking place
  • Collaborate with internal or external stakeholders to ensure administrative review readiness throughout the year
  • Support the CNP Assistant Director of Finance with corrective actions plansas needed when internal or external agencies identify gaps or communicate findings after an audit

AchievesOperational and Financial Excellencethrough management of CNP team goals (100% of schools meet campus fund balance goal by June 30)
  • Works with Assistant Principals of Operations (APOs)onbest practices, analysis and tracking mechanisms to ensure effective monitoringof progress toward goals (PTGs)
  • Assists the Director in creating strategies for process entrenchment to manage goals
  • Assists the Director in creatingstrategies and tools for data visibility, managing adult culture, and creating an escalation process
  • Develops trainings on financialprocesses,best practicesand policies for the district. Trains CNP finance supervisor, CNP regional supervisors, and campus CNP staff on financial policies, trainings and best practices throughout the academic year
  • Monitor weekly and monthly tracking toolsandcreates strategiesto decrease expenses and increase revenue(Budget Tracker)
  • Review of monthly submission of claim for reimbursement (Texas and Louisiana)

District meets 99% FARM applications collected and processed for new students by FDOS and returning students 30 operating days after FDOS
  • Creates strategies for process entrenchment to manage Free and Reduced Meal (FARM) application collection goal
  • Creates strategies and tools for data visibility, managing adult culture, and creating an escalation processregarding the meal application collection goal
  • Develops trainings on FARM application collection and processing,best practicesand policies for the district
  • Trains CNP finance supervisor, CNP regional supervisors, andcampus CNP staff on FARM application collection and processing, policies, trainings and best practices
  • Developspolicy and proceduresfor student eligibility determinations and communications to households
  • Trains CNP finance supervisor, CNP regional supervisors, and campus CNP staff on student eligibility determinations and communications with households
  • Ensures all campuses follow federal, state, and local policy and procedures for collection and processing of FARM applications.Ensures all campuses follow federal, state, and local policy and procedures for student eligibility determinations and communications
  • Develops trainings on verification process, best practices and policies for the district.Trains CNP finance supervisor, CNP regional supervisors, and campus CNP staff on verification process, policies, trainings and best practices

Increase the district's Identified Student Percent by 1% over prior year
  • Analyze student eligibility to identify students to maintain or exceed minimum level of identified students (ISP) for the district
  • Assists Director in analyzing financial impact of continuing Community Eligibility Provision (CEP) in the district
  • Conduct monthly Direct Certification uploads for the district and extend Direct Certification benefits to appropriate students for the district
  • Send eligibility notifications to students as per United State Departments of Agriculture (USDA) and Texas Department of Agriculture (TDA) compliance
  • Submit district data snapshot annually to TDA by April 1 to determine CEP qualifications

100% of programmed schools in operation with CNP have student data, updated student eligibilities, and current meal prices on POS by FDOS
  • Collaborates with Student Information Systems team to ensure student data is imported into POS system before FDOS
  • 100% ofState Direct Certification and matching imported inPrimeroEdge
  • Ensures POS is updated with current meal prices by FDOS
  • Ensures that 100% of CNP employeeshave receivedstudent eligibility training
  • Ensures that 100% of CNP employeeshave receivedmeal charge policy training
  • Ensures that 100% of CNP employees have received cash policy training

  • Education: Bachelor's degree in accounting or finance or business administration
  • Experience: Threeyears of experienceinaccounting or finance and budgeting

Knowledge and Skills:
Strong organizational, communication and interpersonal skills . Computer literacy (i.e. Microsoft Office); Excel software experience required .   • Salaries for this role typically fall between $57,141 and $68,569, commensurate with relevant experience and qualifications. This role is also eligible for a performance bonus based on individual and organizational performance and goal attainment.
