Role Mission: The Chief Operating Officer (COO) reports directly to the Chief Executive Officer and serves as a key member of the senior leadership team. The COO is responsible for achieving operational excellence and maximum efficiency at every school across our network. The COO works to ensure all functional areas under his/her supervision minimize or eliminate operational obstacles that could prevent teachers and school leaders from focusing on instruction. These functional areas include student recruitment, enrollment, transportation, health services, facility maintenance, construction, child nutrition, school safety, and front office management. S/he will set the vision and strategy for all areas of operations to meet or exceed expectations, maintain financial strength, support our organizational culture with high student persistence and staff retention, and help us achieve our ambitious growth plans. We are looking for a seasoned leader who has a track record of achieving results with large teams and in complex organizations.

What You'll Do -- Accountabilities
Ensures 100% of schools are fully enrolled by the first day of school
  • Through management of the enrollment function, develops student recruitment strategy and monitors execution efforts that target families with school-aged children within the 3-mile radius immediately surrounding each school
  • Ensures each IDEA school builds a robust waiting list by actively managing student recruitment strategy on a per region and a per school basis
  • Creates programmatic initiatives to ensure all new families are effectively on-boarded beginning with Welcome to IDEA in partnership with the Student Performance & Advocacy team
  • Works with legal counsel to monitor compliance of all federal and state student registration requirements throughout the enrollment process

Meets (or exceeds) an Average Daily Attendance (ADA) of 97.5% Across the Network
  • Responsible for leading policy related changes and/or new initiatives that require system-wide shifts in our approach to ADA management
  • Through supervision of the VP of Regional Operations and in partnership with the Chief Information Officer, works with our regional Executive Directors to mentor and support Regional Directors of Operations (RDOs), Assistant
  • Principals of Operations (APOs), SIS Coordinators and Registrars on ADA best practices, analysis and tracking mechanisms to ensure effective monitoring of progress toward goals (PTGs)
  • Works with legal counsel to monitor compliance with all federal and state ADA guidelines; actively monitors the execution of ongoing ADA audits

Leads schools in operation goals in accordance with IDEA's growth plans
  • Through supervision of the VP of Facilities and Construction, oversees all construction related projects (new, second phase, existing school facility improvement and expansion, and installation of modular units) to deliver timely, quality, cost-effective facilities in time for school openings each year
  • Manages the VP of Facilities and Construction to lead CapEx (capital expenditure) facility improvement efforts from approval to execution by working with regional and school level personnel to conduct master planning, identify projects, determine costs, and manage the construction process
  • Works with the Business Office to identify funding sources for all new construction
  • Through supervision of the enrollment and school launch functions, drives all Beginning of Year (BOY) cross-functional efforts to ensure all schools are set up for success by the first day of school

Achieves operational and financial excellence in auxiliary services and other operations
  • Through supervision of the VP of Auxiliary Services, provides strategic and tactical leadership in the areas of Transportation, Child Nutrition (CNP), Facilities Maintenance, and Health Services
  • Manages the VP of Auxiliary Services to monitor the management of Transportation and CNP teams at each campus to provide best-in-class customer service, while achieving operational efficiency and financial targets
  • Manages the VP of Auxiliary Services and the VP of Facilities and Construction to matrix manage Certified Nurse Assistants (CNAs) and Facility Managers by providing technical training, ongoing support, and by building the capacity of their managers (APOs) to oversee their work effectively
  • Ensures IDEA is proactively identifying school safety risks and strategizing to pre-empt them

Supervisory Responsibilities: Supervises the leaders of the campus and regional operations, auxiliary services, facilities & construction, and launch & enrollment teams.

Qualifications:
  • Education: Bachelor's degree required; master's degree in an aligned field, such as an MBA, preferred
  • Experience: At least 12 years of professional experience with at least 5 years of senior leadership experience and at least 5 years of experience leading multiple operations departments
  • Experience building systems at scale
  • Bilingual - Spanish preferred

Location:
  • Strong preference for a candidate living in or willing to relocate to one of IDEA's Texas regions, specifically the Rio Grande Valley, San Antonio, Austin, Dallas/Fort Worth, or Houston; lesser preference for living in one of IDEA's other regions

Travel:
  • Up to 50% travel to IDEA schools and regions; travel requirements have cyclical ebbs and flows throughout the school year
